Relator brought claims against the Affiliate Defendants asserting that they violated federal and state False Claims Act reverse-false-claims provisions—which prohibit withholding money from the government when there is an obligation to pay—because they failed to repay the reimbursements they received for Medicaid services while the injunctions were in place. In the alternative, Relator alleged that the Medicaid claims submitted by Affiliate Defendants for services provided while the injunctions were in place were knowingly false at the time they were made (the implied-false-certification claim).
