Ms. Gehring: We are here today because on December 22nd, 2014, Doctor Palmer performed a surgical abortion on a patient that was 13 years old . . . Doctor Palmer failed to preserve fetal tissue as required by statutory and regulations . . . This 13-year-old girl’s pregnancy was the result of a sexual relationship with a 19-year-old man. Under the law, since Patient 1 was a minor, Doctor Palmer had the duty to preserve the fetal tissue . . .
Dr. Palmer: I was not informed that she was a minor under age 14 . . . When I first started at Planned Parenthood in Kansas City five years before this incident, I was informed by Doctor Moore . . . the clinical medical director, that terminations of pregnancy performed on minors were done only by him. Therefore, I never received training or information regarding Planned Parenthood’s policies and procedures to ensure compliance with the law when terminating pregnancy in minors and preservation of tissue. I was never shown or trained on a KBI kit and its requirements . . .

Linda McCown, 27, has been hospitalized since complications developed during surgery at the Planned Parenthood clinic in Overland Park Kansas on Nov. 2. Mrs. McCown’s father, Robert Fox of Sedalia, said she is being maintained on life support systems. The doctors have said the swelling on her brain has gone down and her eyes are opening and her doctors told us they are trying to take her off the machine gradually to see if she could breathe on her own, Fox said Thursday. Physicians told her family that Mrs. McCown could remain in a vegetative state, her father said. Mrs. McCown, the mother of four, was undergoing a tubal ligation.

A Sedalia woman injured during surgery at a Kansas clinic is suing Planned Parenthood of Kansas and Mid Missouri and others. Linda McCown and her husband . . . filed the suit in Jackson County Circuit Court in December alleging medical negligence and other wrongs. The petition for damages alleges that Mrs. McCown was left in a permanent vegetative state while undergoing a tubal ligation Nov. 2, 2000, at a Planned Parenthood clinic in Overland Park . . . McCown’s Mother Donna Bishop, now her daughter’s Legal guardian, alleges that Mrs. McCown was not properly advised of the risks of general and tracheal anesthesia and did not give her informed consent to have it administered to her.

However, this was an assessment at the time of transfer from the clinic “Comprehensive Health for Women” to becoming a Planned Parenthood center, so statements of experiences of previous patients and previous conditions would apply to the previous owners rather than to Planned Parenthood.
